President Carter was on
"Fresh Air" several weeks back, talking about his
novel and also about his
work as an election observer. When asked if his
organization (which has
monitored some 50-plus elections worldwide) would
observe the US elections
if requested, he said they couldn't, because the US
doesn't meet their minimal
criteria for democratic elections. Among those
criteria were things like
a) a central election authority, b) uniform
standards for
voting
and vote-counting, and c) open and equal access to the press
for all candidates.
